Mark S. Cain

Mark provides executive direction for the firm, including ensuring exceptional client relationships, the acquisition of new work, and daily operations. In his leadership role, he works closely with the company’s regional executives to develop pursuit strategies for new work and to coordinate the allocation of the company’s resources. He also focuses on identifying and proactively addressing risks and opportunities across the organization. A highly-regarded visionary, Mark is a tenacious problem solver, actively engaged in early negotiations and project planning — all the way through closeout. Most importantly, he is thoroughly devoted to cultivating the firm’s corporate culture, and dedicating time to mentor up-and-coming leaders.

In addition to his executive leadership role, Mark offers more than 20 years of experience in construction management, project financing and administration, and real estate development to public and private clients on a very diverse range of project types.

Omar McIntosh

Omar McIntosh, Sr. Vice President, serves as the Washington, DC Regional Executive Officer for Smoot Construction and provides executive leadership and oversight for all construction operations. Omar is a 20 year veteran of the commercial construction industry having served in various capacities throughout his tenure; including senior roles as both a client representative and as a general contractor. Most recently, Omar founded and led his own commercial general construction firm with a focus on renovation and new construction in the greater DC market. .

At Smoot, Omar is responsible for monitoring performance metrics across the region, ensuring client commitments are met, and management of the risk profile of the local office. Additionally, Omar will be the single point of contact for all Clients throughout all phases of the building process.

Omar is active in numerous industry organizations and currently serves on the Board of Directors for ACE Mentors – DC, African American Real Estate Professionals, and Morgan State University Construction Management Advisory Board.

Stuart M. Dziura

Stuart (Stu) Dziura has over three decades of experience in architecture and construction. Stu’s portfolio of successfully delivering highly visible, complex projects in Washington, DC is appropriate to the task as Operations Manager, while his experience with Smoot Construction’s most challenging assignments has garnered high praise from owners and clients. Offering 34 years of experience in the construction industry (21 with Smoot), Stu has executive level responsibility for meeting the Owner’s goals through consistent communication, coordination and collaboration with owner representatives and direct interaction with the Smoot Construction project management team in order to ensure the timely delivery of the project.

Chrystal H. Stowe

Chrystal Stowe is responsible for developing and implementing community initiatives such as training and employment opportunities for local residents and contracting opportunities for diverse businesses. She has a strong record of accomplishments with achieving and/or exceeding participation goals on complex, large scale and fast-track construction and development projects. In recognition of these efforts, Chrystal is a highly regarded subject matter expert on minority business and local hiring initiatives for federal, state and local agencies and organizations. Chrystal has more than twenty years of experience in the construction industry and over fifteen years of experience in media, public relations and community affairs.
